Welcome to SBB, Wendi! I use Photo Impact for all my designing and LO's. It is in my comfort zone! That is a good suggestion to try an LO in both and see how you feel about each one. If time is essential, stick with what you know...then when you have time to kill, reach out and experiment with PS!
