background help needed!!

Okay, I saw an awesome layout and decided I wanted to learn how it was done... So I pm-ed Audrey and she tried to help me, but for some reason it's not working. So we decided to call in help. This is the layout I'm talking about:

Please help me out with the striped background. I won't get the right look. My lines keep staying straight and I don't get the chalky look. After merging the lines she used the noise-add noise filter and then the gaussian blur. Despite her efforts I can't get it right. So all the help is very much appreciated . I have Photoshop CS, DIP 9 and PhotoImpact 8.5.
If you have any links to tutorials for backgrounds; there're also welcome!!

In DIP 9 make your stripes and position them. Group the whole background and then try one of teh chalk filters under Effects> Filters> All filters. To get them more smeared choose advanced optiosn and increase the brush size.

In PI, use the Bristle Smear tool to feather the edges between the stripes. Then use the bristle paintbrush, white or off white, transparency = 85-95 and play around with the different texture options until you get an effect you like. Or go to the EasyPalette Painting Gallery > All, and scroll down to String. Right click > Modify Properties and Apply, change the Background color to white or cream and leave the other settings as is.
