Adjusting Transparency

Just wondering if anyone knows how to keep a section of an image from decreasing in transparency. Like this:

Create a separate layer. Fill with a color of your choice, in your example, white or cream was used. Increase the opacity/transparency of the layer. Cut out the section of the layer to reveal the photo beneath. Your program wit determine how you go about this. Hope this helps

Holly, here is how I would get this effect in PI.

Under selection, make sure 'preserve base image' is checked.

Using the selection tool, rectangle, make a selection in the part of the image you want to remain intact. Pull the selection to one side slightly and click away from it to make it inactive.

Now apply what effects you want to use on the base image...lighten, darken, monochrome, blur, etc.

Pull the selection back to it's original spot in the image. Now apply whatever effects you like to the selection...as in the example, a simple frame from the Easy Palette.

When you have everything like you want it, right-click and merge all.
