I use regular Photoshop (old version 6) so I dont know much about PS Elements, but if it accepts styles and actions here is a great resource for free ones. They might have one that does what you're looking for.

the easiest way to make glass elements, using either PS7 or PSCS, is using an action that comes with the program.

make sure that the Actions box is showing (under Window>Actions). load the Text Effects action set (click on the little blue triangle button to load the set, if it isn't already there). open that set, by clicking on the triangle next to the words Text Effects. on the list, there will be an action titled Clear Emboss (text).

if you want glass text, type your text, and then hit the 'play' button (the little triangle on the bottom of the Actions box). if you are using anything else- you need to open the action by clicking on the blue triangle next to the words Clear Emboss. Click on the one called 'Set current layer' to highlight it, and then hit the play button to run the action.
