Where to begin?

I'm interested in making digital scrapbook for others. A friend has actually asked me to make a scrapbook for her to give to her parents as a 25th wedding anniversary present. We're having it bound into a coffeetable book. I'm enjoying doing this for her that I'm seriously considering starting a business.
I've been searching on the net and it seems that most scrappers for hire are paper scrappers so most of their concerns like pricing, getting wholesale materials, etc., do not really apply to me.
I've read all (I think) the posts here about prices, commercial TOU's but there are other aspects that I need help with.
1. How do I get a business license, etc.? I live in Southern California. Do I need a state tax ID or something like that? A seller's ID? I think I've been reading way too much and there are just so many forms I don't know which apply to me!
2. How do you market your services?

Can someone please help?

One of the best resources for finding information on starting your business is your local library. They might already have all the information on their website. If the city you live in has a website they may actually have all the information for you too. What you have to do to start a business literally differs by city, county and state.

The following information is my best recollection of the research I did on starting a business in Northern California.
**Business licenses are granted through your city or possibly county if you live in an unincorporated area. You may also have to pay a fee for running a home business.
**You have to apply with the state to get a reseller's permit. This allows you to collect sales tax on goods you sell.
**If you're going to use a ficitious business name (i.e. something other than your own name) you have to apply with your County to assure that no one else is using that name in your area. With your FBN you will have to run an ad in a local paper announcing your intention to use the name (this allows folks to contest it if they feel your name infringes on theirs).
**You have to have your FBN certificate before you can open a bank account in the company name.
