Sara, it's your lucky day! Though I'm not aware of any sites that help you make blinkies, I happen to have written a tute for it for PSE! Here it is without screen shots (be aware, that before you do the tute, you should have created what I refer to as frames, which are pasically little jpg files containing what you want displayed in your blinkie, one frame at a time:
1. Create a new document with size 150x50pixels at 72 resolution (or whatever size you prefer)
2. Open all frames you want to include in your blinkie by following the menu path File -> Open…, and browsing and selecting the frames you need, then clicking on the Open button.
3. With the Move tool selected, click and drag each of the open layers onto your new document.
4. Place the layers in the order that you want them to appear in your blinkie, by placing the first frame at the bottom of the stack, up to the last frame which should be on the top of the stack. You can do this by clicking and dragging the layers around in your Layers Palette
5. Once you’re happy with the order of frames, make sure you delete the original layer which should be completely empty. You can do this by right-clicking on the layer, and selecting Delete Layer.
6. To save your layers as a blinkie, follow the menu path File -> Save for Web…
7. In the dialog screen that appears, make sure you place a check next to Animate, Loop, and choose a Frame Delay setting (usually 1.0 or 2.0 seconds):
8. Click on the OK button, choose a location and filename for your blinkie, and click on the Save button. That’s it, you should now have an animated blinkie!
