What sort of system are you running? I have had only minor problems with DIP7 and DIP9 freezing on a system with P2 and 256RAm but boy can you tell the difference on a P4 and 512RAm lol
Your virus programs may be playing havoc if you have them still running ..I have nortons on the new computer and disable the file scan before i start
Also make sure that your computer is well maintained ..eg try running a defrag and scandisk to correct any misfires.
Im on dial up and cant run DIp9 at the same time I am online unless I am happy for every move to take 10mins or more. If you are also on dial up you will most likely find it slow going as well.
I am not sure what you mean by downloading the clipart ..perhaps you can clarify that a little?
A few more tips:
Make sure your drivers are up to date for any software/ hardware you have hooked up
Try not to have to much in your My Pictures folder ..either move files out completely or make sure stuff is in folders
Dont try and run both DIP7 and DIP9 at the same time ..they both hog too many resources.
Reboot every two hours or so of work to get the best performance (and dont forget to save often)
Close files when they are no longer needed from the strip.
If you are working at 12x12 at 300dpi you are creating HUGE files..consider working at a smaller size eg 6x6 or 8x8 and then resizing the image to 12x12 when you have finished.
Check the MS website for any known issues (you may have a software clash or file clash you dont know about )
