Its there - but it only appears in certain circumstances. As I explained above to do what you want to do you will need to do something like the following - select the background you want to change eg using a selection tool and then Fill with

Thanks for the info but I decided its easier to use another program to change the background color.
Bruce P.S. I used Paint.net (getpaint.net) and its a no brainier for filling background (and its free).
