Another way to do it would be to open a new canvas. Drag your photos on and place them so the edges all line up and there's no space between. Lock them together then use the marquee tool to mark out a circle in the middle. Invert then delete the outer part.

To make a template I would make your circle up as above but instead of filling each section with the photos, just fill each one with a different shade of grey. Save as PNG PLUS to retain the layers.

When you open the template go to Edit/Duplicate whole project. Close the original and work with the copy. That way you won't accidentally alter the original.

Also, it would probably be better to use COPY/paste instead of Cut/paste. If you use "cut" you would have to be extremely accurate with the joins. If you use Copy/paste the original starting circle will still be there and you can make each piece overlap a tiny tiny bit. That will ensure you don't have any gaps between your pieces. Once you have your cut pieces done you can delete the original circle and just save the cut pieces as PNG PLUS.
