I found the tut for blinkies, but how do you include the hyperlink? Like some people have have blinkies and you can click on the to see their artwork, blogs, etc.

You make the blinkie independent of the link. Once you've uploaded your blinkie to the place where you host..then when you edit your siggie ..that's where the link is added

URL="link here"][IMG]addy where imagehere[/IMG][/URL

except above add the [ in front of the URL and ] and the end
