Question Resizing layer after layer has been done

I have just finished a layer (and am so excited!) which I plan to upload it as a siggy for another forum that I belong to. However the size limit to upload is 72 pixels. Does this mean 300 by 300? How do I resize the layer after it's been completed? I tried to do that, but the elements and pictures remained unchanged while the canvas reduced in size. I'm guessing I have to do another layer and make one in smaller size like I did?

Hi
You just need to change the resolution ( which is currently 300ppi) to 72ppi
Go to Image Resize> Change the pixels to 72ppi and the size and then Save a Copy As>
