Yes if you have PSP open your picture then copy the picture and paste so you now have two pictures on the screen. Turn your second picture to b&w then copy this black and white picture and paste as a new layer on top of your colored picture. Now use the eraser to erase where you want the color to come through. Heres a sample of a picture that I colored the rose. http://img.photobucket.com/albums/v6...18411/e146.jpg

Two ways:
If you want to make the colour something different to what is was originally: Make a copy of your photo and change the copy to B & W. Use the edgefinder or freehand trace tool to mark out the part you want to colour. Now go to Touchup/Colour and Saturation and adjust the sliders til you have the colour you like.

If you want to keep the same colour from the original: Make two copies of your photo. Close the original. Using the copies, make the top layer B&W then use the transparency brush to go over the parts you want to be coloured. The colour from the photo underneath will show through.

You could also underlay your picture with a background in the color you've chosen and then go over the areas in the photo you want to colorize with the transparency brush. The background color will then shine through. Use a transparency brush setting of 50% or less or you will lose your texture.
