What does "flattening" do?

In some of the tut's I see "flatten" as a step. What does this do?

As long as your work is un-flattened, you can resize, digitally enhance, change color, move, delete, or do anything else to every single layer of your layout. After flattening your work your whole layout becomes one layer and you can no longer change single components.
