I rarely delete any photos anymore- unless they are from a photo shoot or a bunch of duplicates. The reason: I've found that if I delete some photos then part of the "story" is missing- even if they're bad- they still tell a story.
Ex: I have a photo of DS from 2001 during his first Thanksgiving. I am comforting him on my lap. I deleted the previous 4-5 pictures and now I'm not sure why he was sad. I think he was just tired of getting passed around, but I can't remember for sure. It really helps me when I'm scrapping to have the context of other photos- even if they are blurry, etc.
I also date every LO. That way when my kids are older and want to see more photos from that day- we'll know exactly what file they are in!
I also have a slide show for a screen saver and run it off of my "favorite pictures" folder. Of course the digital frame thing would be too cool!
As far as LO's go-
Sometimes you want to use a great quote or scripture- just stick any cute photo with it!
You can arrange a bunch of small photos for a one month page or a seasons page or a year page. Here's an example from Scrap'n Girl :

Also, if you want to showcase some cute things that your child says- again just stick any cute photo with it- of course from the same era- LOL!
