Overlay Question

OK I want to give a try at making an overlay. I know that I need to use a transparent background. But I have some questions.......

1. Do I need to do all typing etc in ONE layer?
2. What format do I save file? When I saved in JPEG it made background white?!?! BUT when I saved as a PSF it won't move as ONE layer?!?
3. How do you make the black outline boxes/lines?

I use paint shop pro, but maybe this will help:
I would use different layers so that when you're done, you can move words around - just in case.
Save it as a psf, that's fine, but you'll need to merge your layers once you're happy with the finished product and perhaps save it as a different psf file so that you have the original to make any future changes. Or, you could save as a png which will keep the background transparent, you still need to merge the layers though.
As for black outlines, I'm not sure what you mean...if you're referring to the edges of the overlay, use a brush, play with the different style brushes, as well as the opacity & size.

You have to save it as a .PNG if you intend on sharing/selling it as that is a file that can be used in all the major programs --- PSP, PI, PSE, PS, DIP --- and retains its transparent background which is, of course, ESPECIALLY important when you are creating an element that is supposed to be mostly transparent.
