I seem to have downloaded files that are locked and I cannot move them or re-size them in Photoshop? Any suggestions for what I've done wrong?

Here's how I use downloaded goodies in PSE. I open the JPG/PNG in PSE, then select the entire image (CTRL+A) and copy it (CTRL + C). Then in the LO that I'm working on I paste the download into it (CTRL + V). Then the downloaded element is on its own layer and I can easily resize, rotate or otherwise manipulate the image.

Does that help? Or are you having an additional issue?

I actually had not even loaded Elements onto my computer, since I'm totally new to digital scrapbooking. I've used Photoshop in the past, so now I'll apply that and some tutorial learns to expand my horizons.

Hoping to put together a book for my nephew following his first year of life. Who knows where I'll go from there!
