Photoshop Elements is the "cut down" version of Photoshop - not quite as many bells and whistles but much cheaper
Photoshop album is available stand alone but reports are its too clumsy for digital scrapping if you have CS2 you have Bridge which is similar so you could use that - the best choice is ACDSee in my personal opinion - skewed to digi so its ideal and reasonably priced.

I dont use Picassa so cant help with that - sorry

mine is a limited storage device so i dont have to keep a track for them

I keep all the scrapbits that I make, totally separate from anything I download. I have a folder in My Documents called Downloaded Scrapkits and under this folder I have sub folders with the name of the person whose kit I downloaded. Under that folder is a folder with the kit name, contents and tou. If there is an item in the kit that I think I might use more than once or over and over again, I copy the file to a folder called Scrapkits and rename the file by adding the designer's name to the original file name and then filing it under folders, such as Paper, frames, ribbons, bows etc. That way I can reference back to the original, it's tou, and the folder where it is kept. This may seem a bit tedious, but once the system is set up and running, it becomes an automatic thing to do and stops the "By the way, thanks for the buttons, but I don't know where I got them" scenario that I have seen all too often on other people's scraps.
