File size needs to be less than 125k
As for resizing in your graphics program, usually 500x500 will do it. Without knowing what program you are using, here's my suggestion:
Be sure you save it at the larger size, for later printing. Then resize it to the above and when you save again, use save as... giving it a new name such as filename-small.jpg or something - so you'll know which is for uploading, and which is for printing later. Then if the file size is still too big, just reopen the original and resize it a bit smaller, overwriting the filename-small.jpg image since you are not going to use it.
If you are using PS PSE or PSP, they all have methods of saving that help to optimize. PS and I believe PSE both have the File>Save for Web option, and PSP has File>Export>Jpg optimizer.
Just be sure you have your original file safely tucked away someplace on your computer. I keep mine in separate folders.

thank you for posting that question..i was wondering that myself and wondered why i couldn't upload any of my layouts ... >-< i will try save my LO in photoshop again, under the settings you all mentioned.

Photoshop Instructions:
File>Save for Web
There is no need to change anything - no resizing or resolution changes, as they will be made when the Save for Web window comes up.
On the Save for Web window, in the right column, lower half, it will come up with an area that has two tabs - Color Table and Image Size. Click on the Image Size tab, and in the boxes you can make your changes. Make sure constrain proportions has a check in it, and you should only have to change the top number to 500 for example.
After it resizes, look under the picture near the left side - it should now show you the file size it will be when saved. If it is a little too big, then change the optimize options in the right column, in the upper half of that column. Change the quality to just a little smaller number, until that number under the picture, on the left, is showing less than 125k.
When that is all done, just click okay, and it wil now give you the choice of where to save it, and what file name to give it. Saving this way automatically changes the resolution to 72DPI.
As long as you give it a new file name, you will then still have your original as well as one for uploading.
