How do I?

I am new to all this and loving it....But I am confused on how to tilt a picture on the layout?

I want some of them tilted and other straight...am i making sense???

I'm not sure what you mean by "tilt". Do you want to rotate or turn the image off center? Do you want to distort or skew the image?

If this is what you're wanting to do I think most of that has to be done in your image editing software. In Adobe Photoshop & Elements this is done by ROTATEing the image, or through "FREE TRANSFORM". These can be found in drop down menus in LAYERS and EDIT.

Note: To rotate an image on the background the image to be rotated or turned or trnsformed needs to be a layer.

You don't say what program you use. I use PSP7. To tilt a picture in that program I either go to image - rotate or I use the deformation key and manual tilt it. If that doesn't help let us know what program you use.

oops, sorry...I use PSP8. I mean tilt it off center, so its not straight...

You will need to use the "Deform Tool". This tool though me at first because it does so much and the term "Deform" didn't really register with me. Simply select the layer that the picture is on, then select the deform tool from the tool palette and click on the picture. This will put a "box" around the picture and there will be a little "handle" off to the right side of the center. When you put your cursor over the "handle" and click and drag in a circular motion, it will rotate the picture...
