There is a couple ways I know about. The first one is make sure your picture is the active window you have open in PSP, then go to file, copy. Click on your background LO so it will be the active window, then go to file, paste as a new layer.
The other way is to use the Browse feature found under files, then drag your picture from the browser to the LO.

Hi Tammy Lee-

I use PSP 8. Here's how I do it. Make sure your photo is the active layer. Click on it, and the box above the photo (the part that tells the name of the file) will turn blue. You can do ctrl+c on your keyboard, then left click on the background you want to place the photo on, and highlight that, and click ctrl+l. That will add the photo on it's own layer. OR the other way is to highlight the photo, and right click your mouse (make sure your mouse is on the blue bar above the photo when you right click). A box will pop up with choices. Click on copy, and then left click on your background to highlight that, and then once that is highlighted with the blue bar, right click your mouse again. A box will pop up. Go to paste, and choose the paste as new layer option. MAKE SURE YOU PUT THINGS ON THEIR OWN SEPERATE LAYERS That way everything is changeable. Hopefully some of these options work for you. If you need more help just ask!
