Don't give up on PSP just yet. I bought PSP 8.0 in October last year just as the hitches and glitches were appearing. I hadn't registered so didn't receive the updated 8.1 version. As soon as I did register I got the CD in the mail. This all took me to January 2004 to get a fully functioning, non crashing programme. I had never before used any graphics/photo editing programmes and I had only been using a computer since the previous January-double whammy. When I opened the manual supplied with PSP 8 it was way over my head, now I understand much more. I fully understand the horror/panic and despair, I suffered them all. Now six months on it is hard to believe I knew nothing back then. Learning what all the tools/menus did was a hard learning curve for me, but I am glad I persevered. I wanted to create a scrappage immediately, not learn where everything was! If you intend to scrap digitally long term, go for PSP, I know it is probably the more expensive programme but you won't regret it because as you advance you want to create your own brushes/elements/papers etc. The possibilities are endless. I still have so much more to learn.
The CD's that are for sale with elements/kits are great for beginners and old timers too. Most of the files are in PNG or JPEG form and can be used in PSE, Photoshop, PSP, DIP etc.
