Question Is there someplace where I can learn to do this...

well. I have tried to make word art like this on my own and it just doesn't look good to me. Is there someplace that has some sort of rules as to what fonts and sizes to put together so that it looks good?

Usually what I do is stick with two fonts. Make the fonts VERY different. Go for contrast in style, size and color and anything else you can. I also usually choose one or two words that I want to emphasize in the quotation.
