I have an object that I would like to use as an element, so I scanned it. Then it appeared as a page with the scanned element on it. How do I "single out" just the element? I am using PSP8.

select it on it's page, copy (Ctrl-c) then go to page you want it on, and ctrl-v to paste!

I also use PSP 8. What you need to do is cut out the object with your l***o tool and place it on a transparent background and then save it with a .psp extension. This will keep it on the transparent background so that whenever you want to use the element again you won't have to go through the same process of cutting it out. It will be ready for you
