I really like it. Is it a tile that can be downloaded from your attachment? Or is it just a small pic?

It can..

be downloaded and used.

I don't know how 'all' the programs work. I know for PS 7, which is what I have, you open PS, open the background image:

then go to Edit > Define Pattern> and go from there. Then if you want to use it; when you choose your fill option, make sure you also choose 'pattern' and just fill with that pattern.

I think with PSP 8, which I also have, you directly download it into the 'Pattern' file which is in PSP.
