Torn edge circle tags or mats

How do you get the effect of torn paper in a circle shape? like this...

I have tried but I can't figure it out. I had posted a thread somewhere but I think I discribed it as a frayed edge, but I think this is more of what I am looking for. Or if anyone knows where there is a template for this. Thanks in advance for your help. if any one knows.

I always use paper tears by Steph Krush. She's the best.

OK I looked in the store under Steph Krush but didn't see her name so where do I find her and her products?

It helps too if you tell us what program you are using
Popular methods are Steph's tears, an action avaialble at atomiccupcake.com or simply doing it yourself - how depends on what program you are using

Hi Paula, If you are still using PSP here are a few tutorials for making a torn edge.
From Amy: http://scrapbook-bytes.com/cgi-scrip...ticle_59.shtml
and
http://psptips.com/4/readers/tornedge.html
Instead of just drawing a straight line across the image, draw in a circular shape instead. Just don't make it as ragged as is shown in the tutorial. Looks like I would almost skip the dropshadow part or at least make it a much smaller dropshadow ;-)
Instead of using a photo, you can use a paper ... hth's
