I want to do a smaller drop shadow than Photoshop Elements 3.0 will let me do (low drop shadow). Any suggestions? I want it to look like paper strips on top of a plain piece of paper. So I need a very small drop shadow. I guess. Any suggestions??

You could try using the burn tool to create depth. maybe that is what you are looking for?

To adjust the shadow on an element go to Layer---layer style---style setting. You can adjust the angle of the shadow and the distance, depth. Hope this helps.
