The tutorials were written before PSP X came out (which was only in the last two weeks or so), so there might be a few things that are different, but the tutorials should basically work.
When you look at your downloaded elements, they shouldn't necessarily have a white background. They should have a background that's grey-and-white checkerboard, which means that part of the element is transparent. (The grey-and-white checkerboard background will not shot up when making a layout in PSP X. It'll be transparent). When you open an element in PSP X what do you see? I just got PSP X and haven't had any trouble with the png files (check to make sure the elements you are using are .png files. Background papers will be .jpeg files).
Basically, to make a layout, open up PSP X. Use the browser at the bottom of the screen. If you don't see the browser, you'll have to take your cursor and go to the bottom of the PSP window. Then when the arrow turns into a double arrow, keep holding your mouse button down and "pull" the browser window open.
Now you can browse your computer to find the elements you want to use.
Open a new file (file>new), set the resolution at 200 or 300 (I use 300), set the size of the file and set the color depth at RGB 8 bits channel. I always make the background transparent by clicking on the box but you don't have to.
Then drag whatever backgrounds or elements you want onto your new file. The elements should appear to be already "cut out." In other words, they won't have a white background.
I wasn't sure how much you know, so I may have given you information that you already know. Sorry if you already knew all that.
