Adding a border to Vellum?

So I got a little email newsletter and saw something I MUST HAVE. Except, I'm not sure how to make it. Sure the vellum part is easy, but the BORDER around it, I don't get how to do. I use PSP6 but even a rough explanation I can figure out.

This is the image from Digital Freebies!

I'm looking to make it, not buy it, so if anyone can just throw some ideas at me, that'd be great. (On a plus note, my bankruptcy case is in motion! yay!)

I've been having a problem getting any lines I draw to look rounded. Which frustrates me because years ago I used to design nice tshirt iron-ons in PSP FOUR and could do this in a snap. I have lost the touch.

Also, does anyone have any LOs or know of any offhand that use this "bordered vellum" look so I can see and dissect? And you can do vellum in colors other than white, correct? I swear I've seen it in pink, which is what I'd kinda like to do. Exactly like the linked graphic, in pink. With a border.

Ok I am confused.
Do you mean the white vellum banner or the vellum like elements?
For the white vellum ..just add two shapes down the sides and add a bevel to the strips.
And yes vellum can be any color and any pattern as long as its translucent.

You might want to search Google for some PSP 6.0 help on this. For colored vellum... you could... em.. paint bucket a color onto the layer and then set the transparency down...

When I make vellum, I just create a white square and change the layer transparency, but for this effect, You could use the eraser tool. Just make a square the size you want the vellum and fill with any color, then use the rectangle marquis tool to select all but the part you want to leave for the border. Then set your eraser tool to 50% opacity and erase the selected area. You can then add a bevel or shadow. I use PS 7, so I hope you can convert this basic idea to PSP.

You could also repost this in the PSP forum here at SBB if these answers don't get the effect you want.
I use PSE, so I'm afraid I'm no help on technique.

you'll need to use multiple layers here. For the vellum, the white or colored block and lower layer opacity. I like to add a touch of texture too. Then on a new layer, make your lines with a very skinny rectangle and add a Bevel 3D effect. You'll still need a drop shadow, so I add one on its own layer. Then use the magic wand to select the vellum paper and delete that area from the shadow so there's no show-through

I've always hated using shadows on vellum...never thought of deleting the middle part!!

Actually, I did that thinking it was part of the package, but it's not. Just added for the promo picture.

I got the vellum part just fine, apparently I've been doing it for years, just not calling it "vellum" (since that's a "real world" term, not a computer graphics term).

As for the border, I finally worked out both using cut out and bevel features, so thanks!
