Two things:
Promote your background to a layer. then you can do whatever you want to it.
When you are colorblocking papers, add each additional paper as a layer. I advise against resizing papers unless you are resizing all of them equally, because if you are using a complex paper with a texture, it will make your texture look screwy (you may not be able to see it on your monitor, but when you print it...) Anyway, once you know what area you want the paper to cover, use the selection tool to choose that area. Then invert the selection, and delete. You can do this with as many layers as you like, just put a different paper on each layer.
A cute trick that I do with different complementary papers is to place one over another, use a fat font to create a title as a selection, then use Cutout. It looks so cool!
