I'd suggest looking through the various threads in the forums, especially those in this one -- there are lots about what software to buy, how to get started (in general terms), and lots of other good newbie info. Once you have an idea what software you want (or already have), go to the tutorials section -- I think there's a specific tut for doing your first page in all the major packages used for digi-scrapping.
You'll need to think about such things as what size you want your finished layouts and whether you'll print them at home or have them done as photos professionally, how you'll keep track of your photos in your computer and all your elements for scrapping, etc.
And last, but definitely NOT LEAST, browse the gallery regularly to see what others are doing -- you'll feel intimidated at first, probably, but don't be put off -- there's lots of cool effects and layouts that are well within the reach of an adventurous beginner if you just take it a step at a time. Check out the loads of info on this site particularly, and on the net in general.
Before you know it, you'll be byten, too!
