Help with Resizing For Submitting to Mags.

OK~I'm sure this has been asked before and I did a search but couldn't find the info I need. I'm trying to start submitting (really interested in SS digi4) and need to size my pages at 72dpi-100k or less. I was wondering, when I do the resize do I change the size of my page by pixels like I do to upload here or will they come out too small when viewed??
Is there another way I should try it?? For instance when I upload a page for here if it's a 12x12 page I just change to 500x500 pixels and use my slider (in pscs) to change the quality so that the page will be small enough for upload.
I just want to make sure I have it right before I shoot it off to the mags.!! They really don't need to know just computer illiterate I am Well for that matter I guess they wouldn't consider the page at all if it wasn't the right size!!

this is what I do:

1 - my layout is open in my work space
2 - go into Image>Image size
3 - click "auto", then "draft", then OK - this automatically changes your resolution to 72
4 - go into File>Save for Web (I've got mine set for "2 UP)
5 - make sure you're saving as a jpeg and optimized is checked
6 - use the quality slider to get it as close to under 100k as possible
7 - then hit "save"

sometimes, if my canvas is big to start with and I've got a lot of stuff going on it (like a 12x12), I will insert another step in between steps 2 & 3 - before I switch to draft quality, I will change the actual size of my image from 12 x 12 to either 10 x 10 or 8 x 8, and then change it to draft.
