Hi Edhish!! Welcome to you too!! When you say "layouts" do you mean the downloads of the free elements like background paper and the like? Yes, since all the freebies are saved using file formats that are universal, you can use the freebie elements in most any program. No, you do not have to "install" them. Just download them to your computer...but the trick is remembering where you saved them!! Ha! LOL I've had to search like a bloodhound sometimes looking for something I forgot to put in my "Scrapbooking > Downloads" file.
Once you have them downloaded, you open PSElements and start your own layout.
File>New> 12" x 12" (or whatever size you want) and 300 dpi resolution (this is so you can print it)...> OK now you should have a blank new page ready to create a famous layout!! But, remember to save it first, give it a unique name and save it where you will remember it.
Next, File>Open> search for your elements you downloaded from SBB > OK
That should open it...lets say it was a background or a paperclip... use your "move" tool to drag and drop it over to your New Page... then just adjust it anyway you want. You can also isolate a certian part of the file (lets say there are 12 paperclips on the page and you only want to use one... then you must "select" the one you want by using your "marquee" tool and drawing a little dotted box around it first...THEN use your move tool to drag and drop it to your New Page...

Does this help? If it seems too confusing...let me know and I will break it down further!! Rmember to let us see your work... Woo Hoo!! So glad you came over to SBB!!!

Yazo

Ladies, welcome to SBB and Digital scrapping!

You have gotten some fantastic advice already, wow!
There are several tutorials here on the site that
will help get you started as well. Also we have a beginners forum located hereBeginner's Forum that may answer a lot of questions you have.

Also on the first Monday of the month we have SBB Orientation,
and every other Thursday there is a Newbie Crop. Our calendar of events can be seen here. Crops and Challenges are a great way to get your feet wet and learn from other scrappers

I hope this helps, and feel free to continue asking questions,
we all love helping other people join in our favorite addiction, OOPS, I mean hobby,
