They gave you and option to combine images to make thigns blink and what not. like this picture i designed for a friend.

Yes and no! That image is an animated gif: these are usually made up of quite a few images all in different stages of "blink". The images are then combined to make the animated gif. Whilst PSP can certainly handle the separate images that comprise an animated gif, to actually make the gif work you have to use PSP's Animation Shop, or other gif animator.
