No not really....Well it would be more of a plug-in or a script for photo's that would create that type of effect.

Howard at Sheilsoft has a lot of scripts for free and purchase to create different photo effects.

In PSP X2 there is a glamour under Effects
Click Film & Filters
Click the Creative Filter box
Glamour is the bottom option
It may not be exactly what you are looking for ....

The so called Glamour effect is basically just achieved by using a using a blur with and some fancy layer mixing... Not sure if X2 has this but in Photoshop, I achieve this look via the following steps:

1. Open photo - choose a photo that has some bright overexposed spots on the face
2. Duplicate the layer
3. Add a Gaussian Blur (about 10px or so)
4. Set the layer blending mode to Color Dodge
5. Set your Fill in the layer to about 70%... you'll need to play with this value.

There you go... quick easy Glam... I have an action that does this and I just tweak the fill layer value to get the right look. Also, you may need to add a mask to brush back in some of the detail (remove the blur) with a soft brush set to 10% opacity or so...
