Hi, well it's just not so easy to tell you what they did as there are so many ways to make photo's like that using digital imagining programs like PSP. The first step is learning the program and then the understanding of the steps comes next.

First all the colored little things on the photo's are added by either using brushes, tubes, overlays or masks. Hard to tell because there are so many thing like this available is so many methods. There are also many places to download for free or purchase brushes to use in the program. They might of even made the brushes themselves.

To make the photo's blurred/softened and/or colored it would appear they are using plug-ins filters, which give the program even more ability.
One would be virtual photographer just to name 1 of the 100's out there.

I think you might have the best luck if you googled making tags or blinkies for Paint Shop Pro as that type of images are most often associated with that style of art. I also know that they have a lot of online tutorials for making tags.
