Question with PSP

Can you change the colors of images if they are already made? like opening psp and changing the color layout of the image?

Yes you can change color using PSP, there are a variety of ways to change colors of a single object, a whole image or just a particular area within a image.
Depending on your version:
Hue/Sat/lightness
Colorize
Manual Color correction
Change to target
Color replacer
are just a few of the tools/methods available.
Recoloring works best on single photo's, single items. Are you asking if it is possible to recolor a whole layout that has been created and merged into a single image? If so "No" not really that would be very difficult to achieve.

Notsure, What I'm wanting to do is make the image below change from blue to a brown ..

Yes

Adjust>Hue and Saturation>Colorize adjust your setting to about:
Hue 24 depending on the color you wish, Saturation to about 125 depending on the color brown you want.

OR

Adjust>Hue and Saturation>Hue/Saturation/lightness
Check the colorize box and then type in these setting values:
Hue 24
Saturation 23
Lightness 0
