Maybe this is silly, but I've never found a way to center things that aren't vectors. Is there a way???

Yes there is. You can place guidelines for that. In View, there is an option "Guidelines". If that is checked, it will allow you to place them. If "Snap to guideline" is checked, it will allow any object you move around the guideline to snap TO it or CENTERED on it. You'll see when you move the object.

Now, to get those guidelines on your work, make sure you have the rulers visible around your work (if not, go to View - Rulers), and you click in that area, and drag onto your work. You can do that from the left ruler (for vertical guidelines), or the top ruler (for horizontal guidelines).

You can also just use copy paste as new layer, this postions any item directly in the center of your image.

There is a script that comes with PSP called Center Layer. It works for raster and vector layers. I know it is in versions 8, 9, and 10. I don't know about the others.
