You could try

Hi.
You could select a little square from the car where you like the cloud pattern. Copy and past as a new image. Make it a seamless tile, Minimize it. Go to you color pallet click on other use pattern/open. Leave settings to 0 on angle Scale you will have to playwith. to get the size clouds you want.

Then if not done so promote back ground layer, make new layer fill with clouds, drag to bottom. Then click on top layer, and using eraser tool erase the washed out sky and you have clouds.

Hope this helps

I went with a different approach for this.. photobucket is down so check it out here in the gallery:

Let me know what you think... I did some dual grad filter work (orange/magentra) along with some diffuse glow and a tight curve/mask. Add a nice frame on it and... Enjoy!

That is very fun Pesto! I accidentally had one like that while going through the blend modes. But it was more sinister looking, while your's look great! Fantastic job on the framing also!

Thx haley.. I love taking "normal" photos and turning them into something that you wouldn't normally realize or do yourself... I had fun playing with some old graduate filters from my film days and thought it would be neat to saturate the sky and car hood in colors that you normally don't see.

The frame is something I love to use.. it takes colors from the photo and blends it into the frame so it is not a stark a contrast as say a black frame would be.

Oh - I forgot to confess before that I did use Photoshop to do this... the same could be done in PSP of course but just differently.
