Making an Image move

I have an Image that is filled with the flames from the picture tube tool, I was just wondering how to make the flames kind of move at the top to make it look like they are burning

i just created three layers, changed the position of each slightly, imported into animation shop... added image transitions

so that is not something that I could do if I alls that I have is Paint Shop Pro 8
