I need some help. I have read the manual and have not found how to do this yet. I have a circle seleted with the circle tool and i want to add a circle border around it. If working with paper you would have 2 paper circles. one slightly bigger than the other one. How do i add a circle border to my selection. Is there a way and i am just missing it. Is there an easier way? Please help!

Once you have you circle selected, fill that circle with either a color or pattern. Keep the marching ants. Add a new layer. Go to Selections - Modify - Expand and increase the size by the number of pixels you want. Then fill that circle.

I've wondered before how to do this too. This would work for adding a mat the same shape as a font I assume?

Yes it will add a mat the same shape as your font/text!!
