How do I make rounded edges on a photo and how do I make a very thin matting to a photo (also round edged)?

You can use your selection tool set to rounded rectangle, make your selection and if you need to move your marching ants, use your right mouse button to move the selection around.
Invert selection and cut, make sure this is a raster layer
Invert selection again, so it goes back to just around your photo and then expand your selection say 10-20 pixels,
choose your background color or image,
Create new raster layer for the mat,
use your bucket fill to fill in your selection that is on the new layer.
Your new layer will be on top of your photo image so move them to the right position in the layers pallet.
Then you can use drop shadows to make them look real, and layered!!

Thank you,
I read your answer just now (haven't scrapped for a while), and tried to follow your directions but just almost succeeded. I can't figure out how to move the marching ants and also didn't find where to expand the selection. Can you please help me?

Hello,
Use your RIGHT mouse button to move your selection and to modify/expand your selection use the drop down menu:
Selections/Modify and choose the expand option
You can also add these commands to your tool bar, there is a post about "Adding tools to your tool bars" farther down this forum in PSP.

Thanks, but I still have trouble with the selection tool. The minute I click on the right mouse the selection disappears. What am I doing wrong? There is also another problem- when I select the cut tool it deleates all text from the lo. Hope you can help me this time as well, Sharon.

First you have to be working on a raster layer with your selection tool to be able to move it with the right mouse button. You can not be working on a background layer.
You can change your layer by right clicking on it and choosing "Promote Background Layer" then your selection will work for you!!
I am still trying to get what you mean by your text disappearing...I will be back with that answer if I can figure it out!!! LOL
Are you making your text as a "Vector"?
Is your text selected when you choose "Cut'?
Do you want to cut your text or are you trying to cut something else from your LO? If that is the case make sure you are on the right layer....

Hi Tracey. You must be using PSP 9? clicking the right mouse button in PSP 8 ( and I am guessing all lower versions) deselects the selction. To modify the selecition in PSP 8 ( and hopefully lower versions) you need to click on the Selections menu and choose "edit selection." you can then use the Move tool or the deform tool to make adjustments to the selection. when you are done, click on the Slelections menu again and choose "edit selection" to turn off the edit mode.
