Cant post and Cannot access element gallery?

Im posting for a friend.

She is a registered user and is currently signed in to scrapbookbytes but is unable to post thread or access the element gallery? (keeps getting "you do not have permission message" )What info can i give her to be able to rectify this problem?

Does she have a firewall? Or cookies blocked? I have been having this problem for a long time and today I went into my Zone Alarm and gave sbbytes permission to use all cookies. Now I can read messages, view elements, and (hopefully) post layouts again.
