In Paint Shop Pro you can change the angle of the brush.

She is using Arcsoft Photo Impression. I started out with that and Arcsoft Photo Studio. You can't change the angle of the tools. I also found it a bit awkward to use. They are rather "primitive" in size, shape and angle. Both programs are rather basic compared to DIP or PSP. It wasn't long before I needed to upgrade to a better program.
