need help on PS tutorial - SBB Digital Scrapbooking Forums | Scrapbook-Bytes

I found this photoshop tutorial on a metal dog tag. I have been trying to follow it, but when I get to step 5, I do not get the example shown on the tutorial. Also, if I keep following the tutorial, the merge down option is not available.

Either a part of the tutorial was left out, or I missed something. could someone help me out please. Would appreciate it.

There is nothing missing but the "catch" is to
1. create a new layer
2. CTRL+Click on the Shape Layer (to select the rectangle)
then apply the cloud, noise and motion blur.
Let me know if that's not clear or if the problem occurs elswhere in step 5.
