I just took a couple of my photos and made a large blinkie using the animation tool bar, and the saved gif looks the same as the photo. I really think that the trick is to make your original file 2 to 3 times larger than your finished product, and then shrink it in the save for web area (I used bicubic for mine as that was the last setting my DD used). To actually shrink it in size, you need to adjust the width or height in the "Image Size" tab next to the "color table" tab. The other resolution box is just how large you see it in the save for web viewing area.
CS3 is all you need to do this, and once you get the hang of doing the first one, the rest will be easy.
