I don't have a clue what a 'stroke' is except for a result of high bloodpressure or what you do to a cat... lol I know that's something else I have to learn about...

I've done borders in two ways the first is to select the blank canvas around the photo then say 'select inverse' and then change it to a border in the same menu. Then I open a new layer and fill it with whatever colour I wanted it to be.
The second way is to open a new layer, and then draw a box and fill it in, then manually place the photo.
