1. select the area you want to stroke (CTRL+Click on the Layer)
2. Create a new layer
3. Stroke
Voilą!

Just create a new layer before you stroke the selection

for what it's worth i do my mats different
i use the magic wand to select the blank area outside the photo then ctrl shift I or select> inverse i add a new blank layer and fill with white drag this layer under the photo layer and then ctrl T or edit> free transform and hodl the shift and alt keys to drag and hold proportions and hold center. this all takes about 30 seconds to do as i use my keyboard and mouse and i also have an action for it where all i have to do is click the magic wand and it will do the rest. It sounds more difficult that stroke but i often do effects only to the photo mat so this is so easy for me

Boy that was easy, I had been adding shapes underneath my photos but I always had a hard time to even it out. Thanks!

Adding the new layer works great!

A HA!

I was wondering why my corners were rounded when I did the expand method of selecting. Now I can go back and fix that. I'm going to print all this up and add it to my overflowing tut notebook.

Still ANOTHER option! <grin> There are some great free actions for Photoshop on Adobe's Exchange. I particularly like the frames done by Timo Mann which also be found directly at his website He's got some great black frames (and you can change them to another color...and a really slick new Polaroid action.
