Question Frame Tutorial

I just saw this in the gallery and it is gorgeous. I was wondering where the tutorial is for this. Could someone please help me?

I am very new here and would like to use this effect for a calendar topper.

I followed the tut that William posted and I just used a frame from a kit I had. It is a fun thing to do. Hope it works for you.

Thanks for all the info --- I used it in PSE5 and it worked. I had a lot of fun moving it around.
