I work in PSCS2, so hopefully these instructions will work for PS7.

I do it in 2 ways:

I have my photo on one layer and, using my elliptical marquee tool, I draw my circle on my photo layer. Then I invert my selection (I think it's CTRL+SHIFT+I; don't have PSCS2 open right now so I'm trying to remember) and hit delete.

I also do it another way - I have my photo on one layer. On the layer below it, using my elliptical shape tool, I draw out my shape (with "fill pixels" in my options selected in my options bar). Then, with my photo layer active, I just make a clipping mask (CTRL+ALT+G) which inserts the photo into the circle. This is a great way to do it, because you can still manipulate your photo within the circle.

In PS7, I draw a circle from the Shapes menu the size I want to crop and then stick the paper/photo/element on the layer directly above the shape and hit Ctrl + G. Lock your two layers if you like the way it looks or move the top layer around until you get it cropped just right. Voila!

Don't forget, if you want to make it a perfect circle, to hold the 'shift' key while drawing your circle with the marquee tool!

i would use the drawing circle in a new layer then using magic wand going to your layer and doing whatever you wan.
basically what leeandra said.

only thing is even if you hold in shift it doesn't always become circlular when you let go you need to line up your crosshair

one tip is when drawing a shape or a selection, hold the Space Bar while dragging it to reposition as needed. Let up the Space Bar to continue making the shape/marquee bigger or smaller, hold the bar to position

Thanks! This is so easy in PSE4. I just didn't know to hold down the shift key!!

Yesterday I accidentally learned how to move a selection in small increments . . .just use the arrow keys. I felt like such a dunce when I figured this out. . .so easy!!
