No it is not - you are required to fill out the forms, and then you will be given the options of choosing from several different companies offering goods/services, etc - that cost money. For example one offer is to enroll with Columbia Music, another would be books, or even movie rentals, and they all require a fee to join. Only after joining with these companies would you get the iPod. Perhaps someone else will offer their opinions too, but this is basically what this "free" iPod deal entails.
